strengthen citizen participation and highlight local authorities committed to democratic innovation across Europe.

A transition following nearly twenty years of the European Local Democracy Week

The official launch of ELDA took place in Cascais, designated European Capital of Democracy for 2026, during the annual coordination meeting for the 2025 European Local Democracy Week, held alongside the ACT NOW international conference.

Created in 2007 by the Congress of Local and Regional Authorities of the Council of Europe, the European Local Democracy Week aimed to promote citizens’ participation in local public life. Each year, municipalities, regions and associations of local authorities organised public debates, citizens’ consultations, workshops or participatory initiatives centred on local democracy.

Through the ELDA, the Council of Europe now wishes to give this European initiative a more permanent and structured dimension.

The Cascais meeting was chaired by Marcin Golaszewski, the Congress’s spokesperson for the ELDA. Eleven municipalities from several Council of Europe member states presented their initiatives on citizen participation and local governance. The partner local authorities for the 2025 edition of the ECoD then received their official certificates at a ceremony chaired by the Congress’s Secretary General, Mathieu Mori.

A European prize for local civic engagement

The Congress of the Council of Europe also announced the creation of the ELDA Prize for Local Civic Engagement, developed in partnership with the European Capital of Democracy (ECoD) initiative.

This prize will annually recognise a project considered exemplary in the field of local civic participation. Nominations may be submitted by municipalities, regions or associations of local and regional authorities.

The first ELDA Prize ceremony is scheduled for October 2026 in Cascais, as part of the Political Innovation Awards organised by the ECoD. A unique feature of the scheme is that the winner will be chosen by a jury of European citizens, in order to reinforce the participatory dimension of the project.

The partnership with the ECoD was presented at the meeting by Helfried Carl, Director General of the initiative.

Cascais and Brussels at the heart of the European democratic network

The European Capital of Democracy initiative is simultaneously continuing its development on a continental scale. Following Barcelona in 2023–2024 and Vienna in 2024–2025, the Portuguese city of Cascais takes on the role of European Capital of Democracy in 2026.

The programme brings together European cities wishing to develop more participatory forms of local governance and encourage citizen involvement in public decision-making. Candidate cities automatically join a European network of local authorities committed to democratic innovation.

In May 2026, Brussels was designated European Capital of Democracy 2027 following a vote organised by a jury comprising over 5,500 European citizens.

The initiative is open to cities with more than 100,000 inhabitants located in Council of Europe member states as well as in Kosovo. Candidate local authorities must submit a democratic self-assessment, a strategic statement and several flagship projects related to citizen participation.

Local democracy based on participation

Through the ELDA and the ECoD initiative, the project’s promoters advocate an approach to democracy that is more firmly rooted in citizens’ direct participation in local politics.

The selected cities host international meetings, public consultations, citizens’ debates and experimental projects centred on local governance. The organisers believe that these initiatives can help restore trust in public institutions against a backdrop of rising democratic disengagement in Europe.

Applications for the title of European Capital of Democracy 2028 are set to open in June 2026. The selection process will first involve a city application phase running until November 2026, followed by an evaluation by a jury of experts and then a final vote by a European citizens’ jury in spring 2027.

The growing role of local authorities and regions in the field of democracy

The development of the ELDA also reflects the increasing importance attached to local and regional authorities in European democratic policies. The Council of Europe regards cities and regions as key players in civic participation, institutional innovation and dialogue with citizens.

In several European countries, local authorities are already experimenting with participatory budgeting, citizens’ assemblies, digital consultations and mechanisms of deliberative democracy. ELDA aims to raise the profile of these initiatives and promote their dissemination across Europe.
